Underneath the 1960s style panelling lie two buildings combined to appear as one. One is the Nasby Building constructed in 1891 and the other is the Wayne Building built in 1925.

The Nasby Building was Toledo's first skyscraper. Designed by architect Edward O Fallis, the eight story building was erected in 1891. A five story tower was added in 1895. The building was a mixture of the Romanesque style incorporating arches and elaborate terra cotta decoration and Spanish elements. The 161 foot high tower resembled the Girald Tower in Seville Spain and was topped by a cupola.

The building was named after the fictional character "Petroleum V. Nasby" the alter ego of Toledo Blade publisher David Ross Locke. In 1934, the cupola was removed for safety reasons and the entire building was covered, together with the neighboring Wayne Building, with metal panelling in 1964 and was renamed the Security Building after tenant Security Home and Trust.

The building was acquired by the City of Toledo in 2000 and asbestos remediation is to be completed by 2011. Several of the 60s era panels were removed in order to inspect the underlying buildings and have not been replaced.
