The 27 story, 260,000 sq. ft. office building was constructed in 1929-30 by the Ohio Savings Bank And Trust. Designed by architects Mills, Rhines, Bellman & Nordhoff, it is the third tallest building in Toledo reaching 368 feet. In 1931, the bank, suffering from the effects of the Depression sold the property. In 1935 it became the headquarters for Owens-Illinois and remained so until O-I left to take up occupancy in their new offices in the Fiberglas Towers in 1981.

The building was purchased by Ohio Citizens Bank which subsequently merged with Cleveland, Ohio based National City Bank. National City restored much of the original ornamental plaster, gargoyles, terrazzo flooring and ravertine marble. In 2008 Pittsburg based PNC Bank acquired National City Bank and renamed the building in 2010.
