Tampere became an industrial town and had a town plan. But outside the town border the municipality of Pohjois-Pirkkala gave an opportunity to get a lot and build a house - on the highes ridge in Finland. The area became part of Tampere in 1937 and has more or less retained the original housing system - houses on the hill with no plan.
