Drains from the streets lead to this pipe, which empties onto the beach and into the sea. There is only water here (as there is in this image) when it has rained recently. As urban runoff is rather unpleasant stuff, there is a fence around the pool, and signs telling you to keep away.
It's not such a good idea to go swimming near here when it has rained recently. In fact, after a storm, the life guards usually post notice BEACH CLOSED for a week or so.
Photo shows the area in late October, 2006, when it hasn't rained for about a week. The channels created by the rain are still visible, but all the water is gone.
