A very rural subdivision. Most parcels are either undeveloped, or only used as vacation camp sites. Many parcels are unbuildable, because utilities are unavailable; many wells are dry.

Most roads are only paved with gravel. Some times the gravel is loose enough, and the grades steep enough, that even a graveled road may be a jeep trail. Roads are not ploughed during the snowy season, unless the county road department knows someone is living along it year-round, and they've paid their taxes.

  • Why would anybody build a subdivision with utilities unavailable?
  • Back in 1974 California Pines was promoted on TV and sales people came to your home to sell land there. They had lots of big promises that were basically ALL false. They had plans to continue the utilities so far every year so that eventually the whole subdivision would have electricity. They also GUARANTEED the property owners association (CPPOA) dues would NEVER exceed $30 per year and of course the property taxes were about the same. The lodge and airport, all belonging to the CPPPOA were supposed to be self sufficient and they painted a wonderful portrait of this as an investment. An acre of flat land with road access in hill unit 4 was around $2600. Now the annual CPPOA dues are $76 with the CPPOA trying to attach levies to the dues. Modoc County saw this as a place to boost their coffers so they spent beyond their means and now the property taxes on a vacant acre ar around $350 per year. As far as an investment goes, look around folks and you will be luck to even get the original $1600 back.......... California Pines is the ultimate real estate ripoff scam in the state of California.
