City with a population of 18,757 in 2000. County seat of Baldwin County. Capital of Georgia from 1804 to 1864 and then from 1865 to 1868. Named for Governor John Milledge, it was laid out in 1804 to provide a more centrally located capital for the state. In 1864, Union troops under General Sherman captured and destroyed much of the town. The city never fully recovered.
