It is constructed of steel and reinforced concrete and is "U"-shaped in plan. It was designed in 1903 by Philadelphia architect John Allen. Also known as "Hotel Kernan" after the original owner. Built as a hotel, it now serves as apartments with businesses on the lower levels.
