These are characters imbedded in the side of the hill promoting Kim Jong il, though some seem to have fallen over. They seem to read "(unreadable) 김정일{장}군만세!" which roughly means "Long live Commander Kim Jong Il!". THe term used to mean long life, "manse", literally means 10,000 years, and has been used for centuries to wish longevity upon the emperors of east Asia (most notoriously as the Japanese "Banzai!" of WWII).
