Opened in 2000 at a cost of $2.5 million, the facility is designed for year round use. In the winter an irregularly shaped outdoor skating rink provides recreational skating. In the warmer months, the square hosts summer festivals and other events, including the International Buskers Festival and the Carrousel of Nations.
Built-in seating lines the east and west sides of the square. A seasonal concession and washrooms are also available. Of special interest is the Rotary Peace Monument, which was dedicated in 2003 and depicts two children holding a globe.
