The Frank R. Phillips Power Station, formerly operated by Duquesne Light and Orion Power Midwest, served electricity to the Pittsburgh region since 1942. The coal-fueled plant was the site of the first flue gas desulfurization scrubber on a utility power plant in the U.S.
