Major down-town parking garage.

The garage is about 1m sq ft, and holds close to 3,000 cars.

This garage, which is overseen by a non profit Corporation, was built in 1985. Businessmen in the area, seeking to compete with the outlying malls needed cheap, plentiful parking. They approached the City, who supplied the land, the businessmen formed a non profit corp, floated bonds, built the garage. The idea was to only charge enough for parking to cover the debt and expenses. Later in the Feinstein era the City started to get involved, raising rates to help cover Muni's costs, they now view this garage as their personal cash cow the result is higher and higher rates, which can only be raised/adjusted by the the City...
