Abbiegail Drive formerly ran through this in an east-west direction, but recurrent flooding caused the city to buy and demolish several houses and build this mammoth and unsightly reservoir. Historically there was cow pasture in the land to the south, with an intermittent pond and creek here, with (arguably) drainage flowing out of this basin to the north towards Lake Jackson.
