The history of this plant dates back to 1930 when cement limestone and clay deposits were discovered near Pikalyovo station of the Murmansk Railroad. The plant and industrial community construction was started in 1935 and finished in the summer of 1941. However, the plant commissioning was delayed due to the Second World War. The state started to restore the plant in 1944. The first raw mill was launched and the first batch of clinker was produced in 1949. The first stage with annual capacity of 90 thousand tons of cement was commissioned in the same year. The second line was commissioned in 1950, and the third line—in 1951.

With the launch of Pikalyovsky alumina in 1959, Pikalyovsky Cement migrated to new raw material production technology using alumina waste instead of cement clay. This helped increase production capacity significantly. Three additional production lines were commissioned between 1961 and 1963.

Between 1989 and 1993, kilns were refit to use natural gas, and new electric filters were installed in smaller kilns. This helped considerably reduce the emission and improve the environmental conditions in the nearby area. Over the recent years, the plant is focused on various programs aiming at further emission reductions.

Pikalyovsky Cement joined EUROCEMENT Group in 2005. Today, it is the leading supplier of cement to Saint Petersburg, Leningrad Oblast and the whole Northwestern Federal District. The factory products are considered to be among the best in Russia and are used to build the majority of strategic sites in Saint Petersburg including the underground, nuclear power plant, belt highway, dam, port terminals and so on.

The plant produces three cement grades for international markets—CEM I 42,5 N, CEM II/A-S 42.5 N and CEM II/A-S 32,5 R. All of these grades are certified to comply with European standards since 1995. Grade CEM I 42,5 N cement was awarded the Golden Quality Mark at the 2006 Vserossiyskaya Marka (Third Millenium) trade fair. High quality of Pikalyov cement was certified by the MPA Berlin-Brandenburg testing facility. ZAO Pikalyovsky Cement has a laboratory accredited with FGUP Test – St. Petersburg and equipped with modern appliances that allow testing in accordance with European standards.

The plant produces PC 400-D0, PC 500-D0, PC 400-D20, PC 400-D5, PC 500-D5, PC 400-D20-B, PC 500-D0-N and PCА grades of cement.
