The building is in neoclassical style with elements of eclecticism.

It was constructed in 1902 by the architect N. G. Zelenin. One of the main features of this private residence is that the rich internal furnishings have survived. They represent an eclectic spirit of mixture of gothic style, empire style and modernist style.

The embassy of Turkey has occupied this building since 1925, before here from 1920 the Bureau of Mission of the help of Russia which was headed by known Norwegian researcher Fritof Nansen was located.
