Illustrates how retarded traffic layout is in this area. Someone doesn't understand how traffic circles work, putting stop signs on the entrances (the point of a circle is you only have to yield), making it an irregular shape so nobody is sure what's going on, and putting lights and crossings into the middle causing chaos.
Someone put a nice bench and flowers in the middle, so you can sit amongst the traffic fumes and cause chaos getting to and from.
