Built in the 1950's to house the Buffalo branch of the New York State Office of General Services (OGS), the William J. Donovan State Office Building was home to as many as 18 state agencies until its 2005 shutdown and vacancy.

Transferred to the ownership of the Empire State Development Corporation, the building entered an extended period of vacant neglect and was the subject of several proposed demolition projects before its ownership was passed to the Erie Canal Harbor Development Corporation. After seeking bids for redevelopment of the existing site for several years, the ECHDC finally approved plans submitted by Benderson Development, LLC to convert the building into a mixed retail-office space, which eventually saw the top four floors of the eight floor building converted to law offices, floors two through four converted to a Courtyard by Marriott and the first floor made available to retail and food service establishments.
