Victoria Quay is an important part of Fremantle Port operations with berths C - H used for general cargo, including motor vehicle importation, cruise and naval shipping and livestock exports.

The Fremantle Passenger Terminal is located at F and G berth and was originally built to service the passenger ships bringing migrants to Australia. The two-story building continues to host cruise shipping and naval visits only.

The lower level of the Fremantle Passenger Terminal the areas adjacent to E, H and J berth provide space for vehicle importation. Most of the 50,000 new motor vehicles imported through Fremantle earch year are handled at Victoria Quay.

As the western end of Victoria Quay is no longer fully required for port operations, it is used for a variety of activities compatible with the working port, such as the new Western Australian Maritime Museum and the Ferry Terminal at O'Connor Landing, which caters for both Swan River and Rottnest Island vessels.
