This architectural extravaganza in the decorated Gothic style was begun in 1862. Initial work was delayed after Lawson discovered that his initial plans had to be altered, owing to a decision by the Otago Provincial Council to reduce Bell Hill, on which it was to stand, by some 12 metres: the hill had proved a major impediment to transport in the rapidly expanding city.
