The site commemorates the 1849 Elgin Settlement, one of four organized black settlements in Canada. Land for the settlement was purchased by Elgin Association through the Presbyterian Synod. During the 1860s the population rose to about 1,000 settled on 4,300 acres and had it's own school and mission. The settlement was named after Sir T.F. Buxton the British emancipator.
