Former house of the Moscow Merchant Bank. The building was constructed after 1812 by the architect Osip Bove and renovated in 1894 under a project by B. V. Friedberg. In the original building were rental apartments, stores and warehouses.

The reconstruction added a gallery for shops on the ground floor by order of the Moscow Merchant Bank. At the same time the facade was updated. Despite the classical Corinthian pilasters and the arched loggia in the center of the composition, the cornices, windows and other fine points are more typical of excessive "classic-baroque" decorative detailing including caryatids, towers, and vases.

Later this was the Russian Asia Bank, which operated from 1910 until 1917 at which time the Soviet government liquidated all Russian banks. Today the Administration of the President of the Russian Federation occupies the building, including the Commission on State Awards.
