  There is no "residential complex in progress"...it's just another place of post-industrial mess. This used to be the most machine-tool building factory in the country. There are still some 6 metres concrete foundation and an anti-atomic shelter in place. Obviously, the "residential complex builder" finished the money before succeeding to clean the place...
