The airport opened as Königsberg Devau Airport (German: Flughafen Devau) in 1921 after the Polish corridor separated East Prussia from the main part of Germany. The main building was designed by the architect Hanns Hopp, who was the architect of several public and private buildings erected in Königsberg in the 1920s.

The airport in Devau was used by the airlines of Lufthansa and Deruluft, which connected Königsberg with Berlin and Moscow and other destinations.
